Elias Inkwell is a character mentioned on Page 157 of The Book of Bill. Elias was an entreprenur and an animator in the 1930's, he started one of the first Animation Studios, Inkwell Studios. The studio Debuted with their first Cartoon Animation titled "Ducky the Rat-Hog", which got bad reviews from critics. Elias needed a new unique character for the studio's next cartoon animation and Bill needed a way to influence the masses, So Elias made a Deal with Bill, after that the studio started working on the animation titled "Cipher Symphonies".
Another cartoon animation titled "Bill World" was planned, but later cancelled after Bill got out of Elias. To get him out of Elias, the Composers of the Inkwell Studios made a song titled called "The World Is Small Ever After For Always", it was catchy but annoying, it got Bill out of Elias as Bill found the song to be torture.

- He is a reference to Walter Elias Disney, the namesake and co-founder of the Walt Disney Company. His first name is Walt's middle name. Elias Inkwell's signature looks similar to the iconic Walt Disney signature. Plus "Cipher Symphonies" reminds people of "Silly Symphonies". Plus, Ducky the Rat Hog's design is presumably a reference to Mickey Mouse, but it could possibly also be a reference to Julius the Cat, Walt's first, less successful character.
- He is also a reference to Max Fleischer's "Out of the Inkwell" cartoons, with Inkwell being his last name.
