Cecil Baldwin is an American voice actor and is best known for voicing Cecil Palmer in Welcome to Night Vale. In Gravity Falls, Cecil voiced Tad Strange in The Stanchurian Candidate.

Welcome to Night Vale is a podcast presented as a radio show for the fictional town of Night Vale, reporting on the strange events that occur within it. The series was created in 2012 by Joseph Fink and Jeffrey Cranor. It has been published by Night Vale Presents since March 15, 2015, and was previously published by Commonplace Books. Cecil Gershwin Palmer, the host, main character, and narrator, is voiced by Cecil Baldwin, while secondary characters are sometimes voiced by guest stars, such as Carlos, voiced by Dylan Marron. The podcast typically airs on the first and fifteenth of every month, and consists of "news, announcements and advertisements" from the desert town, located "somewhere in the Southwestern United States." In an interview with NPR, Joseph Fink said that he "came up with this idea of a town in that desert where all conspiracy theories were real, and we would just go from there with that understood."

Tad Strange Misconception

Prior to Cecil's appearance, he wrote on his acting resume that he had voiced a character on Gravity Falls named Tad Strange.[1] Given at that time the The Stanchurian Candidate had not yet aired, it was unknown who Tad was. This character's importance to the show was made more suspicious during the Bill Cipher AMA (Alex Hirsch in character as Bill Cipher), when a question was asked about Tad Strange's identity, and the reply was, "Tad's a real square".[2] Due to this comment, and due to Tad Strange's slightly odd name, many fans assumed that the character a square-shaped dream demon like Bill, and drew fan art of Tad as a blue or purple square in a bowler hat. However, Tad Strange turned out to be a regular human person and one-off gag character.
